GCAP Towards Sustainable Malaysian Cities

The ADB-funded ‘Developing Green City Action Plans (GCAP) to Accelerate Post-COVID-19 Competitiveness and Resilience’ Subproject 1 seeks to provide technical assistance to select pilot cities in Malaysia, strengthening their capacity to develop and implement GCAPs, quality infrastructure investments (QII), and capital investment plans. This program is being implemented with support from the Ministry of Economy, Government of Malaysia under the 12th Malaysia Plan.  

The project implementation consortium includes ICLEI South Asia, ICLEI Southeast Asia, and the IMT-GT Joint Business Council (JBC) Malaysia. 

About us

The ‘Developing Green City Action Plans (GCAP) to Accelerate Post-COVID-19 Competitiveness and Resilience’ Project is a technical assistance (TA) effort funded by the Asian Development Bank. It aims to prepare GCAPs in 14 select cities in Malaysia as part of the 12th Malaysia Plan 2021-2025.

Benefits – What Awaits Partner Cities

Vertically-aligned and implementation-ready GCAPs :

Each pilot city is co-developing tailored and contextualized GCAPs in partnership with the consortium. These will be aligned with Malaysia’s sustainable development policies and priorities, ensuring impactful local contributions to national climate targets as well as various sustainable development goals (SDGs).

Investment-ready and scientifically-informed QII projects :

The consortium aids pilot cities in creating QII pipelines by developing city profiles, needs assessments, greenhouse gas inventories, and climate risk and vulnerability assessments. Additionally, cities are linked with domestic and international financing mechanisms to implement QII projects.

Strengthened capacity for green planning and action:

Senior city leaders, officials, and technical staff are trained by local and international experts in planning, developing, procuring, implementing, and monitoring programs, projects, and activities outlined in the GCAP and QII pipelines, ensuring cross-cutting approaches and inclusive outcomes.
